The command can now commit the changes after performing the bump

Updated syntax to python 3.9
Updated syntax to python 3.9
Added tracing and output decorations and instructions
If a process fails, the check will then be
applied through a custom assertion
after the process has exited and
its outputs were logged
Commit should be done, if versions do
not match
Added more tracing to CLI
File usage was not possible. Was found after adding some custom tracing in it.
Leaving tracing options in file.
Created a commit with a new version
