Fix #1389

This PR contains the initial work I started on the WFDB interface during my internship. While the project isn’t finished, I wanted to share the progress so far so others can continue building on it.

Remaining work / TODOs

• Testing on 3 files (found at https://github.com/wfdb/wfdb-python/tree/main/sample-data) :
  • 100 (2 channels)
  • 12726 (date)
  • Multi-segment
• Conversion example gallery
• Changelog
• Correct pyproject.toml
• Check multi-segment file logic handling

Since my internship has ended, I won’t be able to continue, but I hope this draft PR serves as a good starting point.
