TA-4413: Add sonarcloud integration

Description

• Added properties file which sets up the sonar project configs.
• Added a workflow which does the Sonarcloud scan on the PR.
• After the PR is merged, will add the Sonarcloud check scan as a required passed action in the PR build.

Note:

• The Sonarcloud project of Content CLI is private, so besides the report generation of the PR here, it cannot be accesed by non-Celonis contributors.
