After investigating #158, it was found API metadata could be backwards incompatible when querying older blocks.

It's possible for users to workaround this by querying the metadata version at the older block and ensuring it is used when decoding state at that block.

There is now an upstream fix available: polkadot-js/api#845
so this could be closed with #129
