Avoid merging this PR, this is only for temporary use

To upgrade runtime, download the .wasm file on cennznet release page and run

./bin/cennz-cli --run=./scripts/runtime-upgrade.js //Rata <absolute path>/cennznet_runtime.compact.wasm

Replace <absolute-path> with the folder where the .wasm file is downloaded


          Make some modification so we can upgrade runtime on Rata
