Containerd config v2 synchronization

Updating containerd charm to more closely support config_v2 configuration

• include per registry hosts.toml
• always use the hosts.toml config in the event no registry has a username or password
• align the config_v2 template against the containerd default configuration (line feeds, section ordering)
• use docker-registry relation data for TLS config and endpoint url
