Description
This PR adds support for Ruby 3.4.2 on Windows by creating a new Docker image that will be published to the rubydistros Docker Hub registry.
Changes
Added a new Dockerfile for Ruby 3.4.2 on Windows Server (3.4/windows/2019/Dockerfile)
Created a separate build-windows-docker.yml pipeline file specifically for building Windows Docker images
Configured the build to push images with appropriate tags to the rubydistros Docker Hub registry
Implementation Details
The Windows image uses Chocolatey to install Ruby 3.4.2.1 with DevKit
The image includes Git, MSYS2/MinGW, and Bundler for a complete Ruby development environment
The Windows build pipeline is configured to run on Windows agents with Docker support
