Nexus' recently released version causes upgrades to fail, due to the required database migration steps. Until we've fixed that logic, we are disabling the automatic package updates.

Description
Until we've fixed the upgrade, we are disabling the automatic package updates.
Motivation and Context
Nexus' recently released version causes upgrades to fail, due to the required database migration steps.
