WIP: RPM packaging spec.

This is the first crack at it. There are a number of things that are left to do.

• Fix linting errors
• Check the policies on whether the stuff in $(PREFIX)/include needs to be in a separate -devel package, since this is a development tool package.
• make target to build an RPM, including linting.
• Probably should move the spec file in a dist subfolder or something, since the debian package definitions will add to this.
• Update documentation to describe package building.
• Update documentation to include links to the OBS packages, and either instructions or links to instructions on how to install from OBS.
