ci: require a Team Mobile approval unless a member wrote a low-risk change - #1198
Who can merge on CodeRabbit's approval alone, and who needs Team Mobile, now depends on the author. Team Mobile here means anyone with maintain or admin access to the repository, which covers the mobile team, the org owners and two bot accounts. A check can't read org team membership with the Actions token, so it uses the repository role instead.
Code owner approval now applies to every pull request:
Author
Ordinary change, CodeRabbit approved
Protected path, or CodeRabbit rates it high or critical
Team Mobile
Passes
Needs another Team Mobile member's approval
Anyone else, bots and forks included
Needs a Team Mobile approval
Needs a Team Mobile approval
A Team Mobile author's pull request passes only once CodeRabbit has approved the current commit. CodeRabbit approves only at moderate risk or below, so "CodeRabbit approved" is how the check knows the risk isn't high. The check doesn't read CodeRabbit's rating, and it reruns on every review.
The new Team review request workflow asks the people listed in .github/team-mobile, other than the author, to review. It runs in these cases:
When the pull request opens, gets new commits, or leaves draft, and the author isn't Team Mobile or a protected path changed.
When CodeRabbit's summary rates the current commit high or critical.
It skips anyone already requested or who has already reviewed. It requests people by name because the Actions token can't request an org team. When the GitHub App lands, it can switch to requesting @clerk/team-mobile, and the list goes away.
The workflow runs on pull_request_target and issue_comment, so it works on fork pull requests. Both run the workflow and script from main, and the job never checks out pull request code.
What to focus on
The order of the checks in codeOwnerApproval in .github/scripts/code-owner-approval.mjs.
ratedHighRisk in .github/scripts/team-review-request.mjs, which reads CodeRabbit's final_review_risk markers.
Testing
node --test .github/scripts/*.test.mjs: 249 pass. New cases cover a Team Mobile author before and after CodeRabbit approves, on a protected path, with a high risk rating, and with another member's approval. They also cover a writer, a fork contributor and a bot, the risk markers for an older commit, and skipping members who are already requested.
Once this merges, every open pull request from someone outside Team Mobile fails Code owner approval until a member approves. That includes Renovate and Dependabot pull requests. A Team Mobile author's pull request shows the check failing until CodeRabbit approves. If CodeRabbit changes its risk markers, the high-risk request stops firing. The check still blocks the merge, but nobody gets asked. The member list has to be edited when the team changes.
How to revert
A plain revert is enough. Code owner approval goes back to checking only protected paths.
…hange
Team Mobile means maintain or admin access. A member's pull request
merges on CodeRabbit's approval, unless it changes a protected path or
CodeRabbit rates it high or critical risk; then another member has to
approve. Anyone else needs a Team Mobile approval. The new Team review
request workflow asks the members in .github/team-mobile when a pull
request needs one, using the Actions token, which can request people but
not org teams.

Before this PR, the check required Team Mobile approval for protected-path changes, but trusted authors could merge ordinary changes without CodeRabbit approval. Now, an approved review from a non-author with maintain or admin access passes; otherwise, trusted authors need current-head CodeRabbit approval for ordinary changes, while protected-path changes and changes by other authors require Team Mobile approval. The workflow requests Team Mobile reviews when the check requires them, and when CodeRabbit rates the current commit high or critical risk. Start with .github/scripts/code-owner-approval.mjs to understand the approval rules, then inspect .github/scripts/team-review-request.mjs and .github/workflows/team-review-request.yml to see how requests are selected and triggered.
Walkthrough
The pull request changes code-owner approval rules and adds automated Team Mobile review requests. A GitHub Actions workflow runs the request script for selected pull-request events and qualifying CodeRabbit comments.

Summary
Approval rules and validation .github/protected-paths, .github/scripts/code-owner-approval.mjs, .github/scripts/code-owner-approval.test.mjs
The approval check applies author access and reviewer approval rules before checking changed files. Ordinary-file changes require CodeRabbit approval. Protected-file changes require approval from another Team Mobile member with maintain or admin access. Tests cover access levels, approvals, and changed-file cases.
Reviewer selection and validation .github/scripts/team-review-request.mjs, .github/scripts/team-review-request.test.mjs, .github/team-mobile
The script parses the Team Mobile roster and excludes the author, requested reviewers, and prior reviewers. For CodeRabbit approval failures, it requests reviewers only when a CodeRabbit comment rates the current commit high or critical. Tests cover risk comments and reviewer selection.
The workflow runs the review-request script for specified pull-request events and qualifying CodeRabbit comments. It checks out the script and roster from the default branch.

Explanation
The title names the main change: the Code owner approval check now requires a Team Mobile approval unless a member wrote a low-risk change. It matches the raw summary, the PR objectives, and the description. It is short, single-sentence, and uses the conventional "ci:" prefix.
Full details: Description check
Explanation
The description follows the template sections: What & why, What to focus on, Testing, Risk, How to revert. It lacks a Screenshots / video entry, which the template lists. That gap is not critical because the change is CI-only, and the author explains why no device run was done. The Testing section gives concrete commands, counts, and a probe note. The Risk section names the effects on Renovate and Dependabot pull requests. The description matches the raw summary and the PR objectives.
Full details: Testing, Risk, And Revert
Explanation
The PR description includes all three required sections. Testing lists specific validation and test coverage for the changed scripts and workflows. Risk describes the affected pull requests and the CodeRabbit marker dependency. How to revert states that a plain revert restores the previous protected-path behavior.

Docstring coverage is 20.00% which is insufficient. The required threshold is 80.00%. Docstring coverage is scoped to functions touched by this diff with cyclomatic complexity of at least 2. Documentation-only edits and deletions within surviving functions are included; unchanged diff context and fully deleted functions are excluded. Analyzed 5 functions across 4 files.
