fix: Optionally include dotenv to allow setup

The current `setup` target, and any other targets, will fail since the
top-level `include` is a strict `include`. This makes it optional so
that setup/bootstrap succeeds.

Similar to climatepolicyradar/navigator-search-indexer#98.
