chore: devex and ci configuration

Main Changes

• Added Stratus network configuration to use that repository in Stratus e2e tests
• Removed OPTIMIZER_ENABLED and SOLIDITY_VERSION configurations
• Synchronized other project dev-ex files

Tests can now be run without providing a .env file (they use the Hardhat network by default).
