New RPC method that executes a signed transaction on the leader and returns its receipt before the block is mined. - RPC middleware routes eth_sendRawTransaction and stratus_sendRawTransactionAndGetReceipt through the same submission path, branching on a with_receipt flag - follower consensus forwards the submission and propagates the leader receipt or error - temporary storage read_transaction covers the pending block and the finished-but-uncommitted latest block, so a receipt is readable even when mining rotates the block mid-request - e2e coverage: local receipts, follower forwarding, and leader error propagation
