Provide clarity that Projects must ensure we/they have sufficient funds to cover creation/maintenance/etc. of registered trademarks.

That is how I originally designed it: "Review with Comments or react with 👀 (:eyes:) if you're "ok" with it (it may not be your favorite)". I will take PR comments out of that. Seems a reasonable thing to do.
