Update pin for root_base

This PR has been triggered in an effort to update the pin for root_base. The current pinned version is 6.32.10, the latest available version is 6.34.04 and the max pin pattern is x.x.x. This migration will impact 19 feedstocks.

• I checked that the ABI changed from 6.32.10 to 6.34.04.
