Add AgentLock to the list of tools in README

AgentLock is an open authorization standard (Apache 2.0) for AI agent
tool calls. Unlike other tools on this list which focus on detection,
scanning, or filtering, AgentLock enforces permissions at the tool-call
layer with identity verification, scoped access, rate limiting, and
audit logging for any agent framework.
