Fix: Add changelog configuration and template

Introduce a new changelog template (.chglog/CHANGELOG.tpl.md) for formatting release notes and a configuration file (.chglog/config.yml) to define commit filtering and grouping rules. This setup uses the GitHub style and supports categorizing commits by type and scope to streamline the release note generation process.
