Update PQ signature table

Let's not merge this PR in BIP-360. Instead I will move these changes to the PQ signature opcode BIP and then close this PR when that BIP is ready

This PR

• moves signature algorithms from NIST Level 5 to Level 1 or 2 as is used in the rest of the BIP and updates the public key and size.
• Removes some of the SQIsign variants as they aren't important to the BIP.
• Adds one-time clarification for both WOTS (Winternitz and Lamport).

Are we sure the Lamport field is still valid?
Also, the changelog should be updated.

@cryptoquick After doing some digging I think Lamport and WOTs are correct I'm going to add some details to both of them to explain the numbers. Don't merge yet

I think you may be working from an old version of this branch? There's mention of the key type bitmask, attestation, etc...
