What does this PR contain?
Timeline events can be positioned by leveraging CSS Grid and relative positioning. Events occupy 2 columns in case of overlaps (to be implemented)
Layout of planner page
Toggle adding new event via "Create New Event" and "Cancel" buttons
Closes #22
