dummy PR (real PR will be in upstream napalm) for improving how Napalm handles Junos commits.
This improves how napalm commit confirmed works for Junos. I couldn't find a Junos RPC to check if there's actually a pending commit (it seems like this should exist somewhere?), so this still does the relatively naive check but it now assumes that commits past the rollback period were confirmed instead. Also, this has Napalm use commit check to confirm commits instead of generating an entire second commit when confirming.
