fix: correct dashboard version checks and Cline integration

Summary

• stop the dashboard from comparing the web app version against the npm CLI latest tag
• update Cline auth/test/runtime requests to use the WorkOS token shape expected by the current Cline API
• refresh the static Cline model catalog to current live IDs so routed cl/... requests no longer hit model not found

Verification

• npm run build
• live provider batch test for cline passes after deploy
• live routed Cline request now authenticates and resolves the model; current upstream response is billing-related (402 insufficient balance), not auth/model failure
