Distribute and publish package to Bintray

It would be great to publish java-libbitcoinconsensus to Bintray, so that it can easily be added to other projects.

I created https://bintray.com/dexx7/maven/java-libbitcoinconsensus/.

Ideally the process would be automated, and with each release (on GitHub), a new version is published.

Is there a good way to handle snapshots?
