Added ListWithAffiliation() Method

• Purpose: Filters repositories by affiliation type (owner, collaborator, organization_member).
• Functionality: Enables server-side filtering at the GitHub API level, removing the need for client-side filtering.
• Helper Function: Introduced encodeListOptionsWithAffiliation() to construct query parameters.
• Impact: Leverages GitHub’s native affiliation parameter to improve efficiency and reduce unnecessary data transfer.
