Description

Updated the ERR_GENERATE_LEN constant to reflect the correct minimum length requirement. Changed the minimum length value from 22 to 16.

Motivation and Context

Parameter limits disagree with Duo documentation

Since the change only involved updating a constant value and did not affect the logic or functionality of the code, no new tests were added.
