Description

• Retires the old downstream CI to a very large degree. Now it runs the old CI only on the own package (i.e. not as downstream CI) and only on develop but not on PRs. This means that downstream users that still rely on old downstream CI's artifacts still get them, but we reduce the runner/HPC usage by 95 %

• More fine-grained declaration of dependencies on packages from stack-dependencies.

• Wire in the rust bindings into the new CI

• Add new distro combinations for cicd.
