Good! Some notes:

• I think the chapter has evolved beyond what is currently in first section. I would delete those bullets or move them to other sections as appropriate, and replace with a high-level description of organizational goals that DMPs support.
• Move "DMP Process Overview" below Expectations by Phase, and link to it from the appropriate parts of the pre-proposal phase. Rename it "Using DMPTool to create prepare your proposal data Management plan" or similar. This puts the conceptual stuff first, the mechanical second, to emphasize this is part of project planning, not a bunch of buttons to push a week before submittal.
