This PR became a lot larger than I intended, I really only wanted to add the
apca-w3package to calculate the WCAG 3.0 contrast values so the vendored script could be removed. But I couldn't compile the project and had to upgrade to the latest version ofsvelte-kitand its dependencies, I couldn't run or compile the project when I attempted to install/build it.
