Add metal storage blocks as beacon base blocks

These metals are on par with iron if not higher quality. This adds feature parity with mods such as Create and Tinker's Construct, which also add their metal storage blocks as beacon base blocks.

Note for future: The "replace" boolean is not necessary as the default value is false. It was included here to maintain consistency with pre-existing tag files in the mod. The value is explicit in Mojang's files because they are programmatically generated with defaults not omitted.
