Notes

On the permits report page, there are multiple navigation regions that all need labels. When multiple regions/landmarks are on the page, they need proper labeling so screen readers can distinguish them apart for both their regions/landmarks list and their announcing as they read through the page. The top navigation region should have a label such as “top” or “main”.
