Notes

• need to change the discovery_url property on vcap to only contain the host
• don't hardcode host in the header on the basic auth request

This PR should be implemented along with a change in vcap on staging to login_env=''

unauth e2e specs need to be added back in so that they will run and use the correct env. Currently they fail because of isLocalOrCi
