feat: add erb file as new programming language

Summary

Some of the gittensor silver repos such as we-promise/sure requires .erb file which stands for Embedded Ruby. It lets you mix HTML with Ruby code using <% %>.
Rails uses .erb files to generate dynamic HTML.
Currently only .rb file is scored and .erb is not.

Hi, I will be going with the other PR for this solution for a few reasons

1. this solution would not work out of the box because .erb files are not pure ruby which would result in tree sitter parsing issues
2. embedded ruby seems to be a templating language and more nuanced, thus we will put it in the NON_CODE_EXTENSIONS category to be scored via line count rather than token based scoring, which the other PR already does
3. Finally the other PR was made before this one, they both tackle the same issue but since that one came first it got first review

PS: as a rule of thumb, it would be wise to not put in a PR for a solution that an open PR is already attempting to solve
PPS: disregard that rule of thumb entirely if you truly believe your PR is better ^
