refactor(tinyusb): Made the tinyusb task deletion notification driven [WIP]

Description

Changed the mechanism of TinyUSB task deletion: done by notification.

• Solve feature(tinyusb): Software VBUS monitoring feature on ESP32P4 (part1/2) #305 (comment)
• Compare CPU load in both cases
• Provide the results and add the test_app to measure such statistic
