Dans cette PR :

• mise à jour de toutes les librairies Elixir sauf Credo et Timex
• fix pour Le test pour les assets Yarn non à jour ne protège pas #1938
• mise à jour des assets javascript relatifs à Phoenix
• passage à un fork pour exvcr (voir État des lieux de l'usage des cassettes #1853)
