This EIP reuses the existing consolidation contract to allow active validators to become builders without stressing the exit/entry queue.
This is a draft with a couple of hacks: it considers the magic as a 4 byte slice (lack of
Bytes3type) and the call number as auint64(lack ofbytes_to_uint32).
