Add tier 2 to MVF: Subspace Cooling (GTNewHorizons#2731)

* Remove required air from inside a vacuum freezer, because this is silly.

* Create t2 structure

* implement subspace cooling and adjust numbers

* Finalize subspace cooling mechanic

* Make SubspaceCoolingFluid private

* Make cooling fluid array private too
