imp(ante): Refactor ante handlers to be easier to use in partner chains

This PR refactors some elements of the ante handler, removing unused keepers from a removed feature on Evmos, as well as moving the standard EVM mono decorator to the general evmOS repo instead of the example chain.
This was made to enable customers to avoid the usage of anything from the example chain subpackage, which is how integrations should be handled.
We expect any contents of the example chain package to be implemented in the partner chain repositories.
