I have verified that:
yarn build builds the entire site - unchanged.
yarn start builds the docusaurus site and starts a server - unchanged.
./scripts/build_docs.sh builds the entire site and starts a server - unchanged.
./scripts/build_docs.sh -b builds the entire site - unchanged.
./scripts/build_docs.sh -n builds the site without running the docusaurus build step - new command (used internally in yarn build)
