Un-pin tailscale version and bump action to v3.
This in itself is just a routine bump, but it's also the first hail mary on fixing recent tailscale-related deploy failures (eg https://github.com/fermyon/developer/actions/runs/17778221033/job/50531538686) which are perplexing as the creds and deployment logic haven't changed.If it doesn't, there are vaguely-related upstream GH issues mentioning other debug techniques which we can try.(Deployment issue was separate; but still worthwhile bumping to latest...)
