[camera_avfoundation] Wrappers swift migration - part 5

Migrates camera wrappers as part of flutter/flutter#119109

This PR migrates wrappers to Swift:

• FLTPermissionServicing
• FLTCameraPermissionManager

In line with Swift conventions, the FLT prefixes are removed.
