Adds parameters to enable the installation of docker-ce instead of docker. It's done in a similary way thatn docker_cs support.

I would also like to see support for docker-cs in this module.
The PR is based on #714 and attempts to fix the issues presented in the mentioned pull request.
Please can you review and if there are any issues I will be happy to look into resolving them.
