Suggesting retitling to "Custom action syntax reference", with corresponding updates to the URL slug and TOC entry.

I initially wasn't able to find this information in the docs due to the article title and TOC entry.

@nickwalkmsft I talked to the Actions team about this, and they're resistant to changing the title, feeling that it would be more confusing, and they're ultimately the ones we would defer to in this instance. I'm sorry that we can't help you out. I'm going to close this issue, but if you have other concerns or even other ideas for making this article easier to find, we would be happy to consider them.

@Sharra-writes no worries! Re: other ideas, maybe just SEO-type stuff to help search engines and Copilot find good results for queries like "custom action syntax", "custom action schema" or "custom action yaml".
