Adds a new side quest covering gh aw env (GH_AW_DEFAULT_* variables) and GH_AW_POLICY_* capability gates for applying cost/timeout guardrails and hard policy restrictions at repository, organization, or enterprise scope. Branches from Step 26 (Manage Costs and AI Credit Budgets) and serves enterprise/platform-admin learners per the enterprise tie-break rule in guidelines.md. Adds a new side quest,
side-quest-26-02-organization-governance.md, coveringgh aw env(GH_AW_DEFAULT_*variables) andGH_AW_POLICY_*capability gates for applying cost/timeout guardrails and hard policy restrictions at repository, organization, or enterprise scope. This closes a gap in the gh-aw documentation that was previously uncovered anywhere in the workshop.It branches from the existing leaf node
26-manage-costs-and-budgets.md(which only covers per-workflow cost controls) and returns learners back to that step when finished. A tip was added to26-manage-costs-and-budgets.mdpointing to the new side quest, andworkshop/README.mdwas updated to list it alongside the siblingside-quest-26-01-forecast-costs.md.Serves platform-admin and enterprise learners managing many repositories — selected over other candidate nodes per the enterprise tie-break rule in
