Multichain withdrawal gas FEDEV-3233

Improves multichain withdrawal fee handling and UI.

• Compute networkFeeUsd in the gas payment token and expose networkFeeInGasPaymentToken; add wntFee/wntFeeUsd for wrapped-native tracking
• Persist last valid fee values and update warning logic to use wntFee; InsufficientWntBanner now shows WNT amounts and uses formatBalanceAmount
• Update "Max" calculation to account for wntFee and gas buffer; refine disabled states and error handling
• Show "Network Fee" using the gas payment token (amount + USD) instead of relayer token
• Localization files updated (minor message cleanups/additions)
