accurate placement protocol V3 support (For Crafter Rotations)

I moved this config back to a Boolean, and added the AccuratePlacementLegacy as a config option.

@altrisi / @gnembon -- this is ready, and the current code even under 1.21.3 is currently not fully functional even with the V2 accurateBlockPlacement, so this fix has become more critical.
