[GAP-15] Golem Routing Provider #38

Specify a Routing Provider feature - support for a Golem Provider node to offer its network/routing capabilities:

Public IP and incoming traffic routing
- Enable the provider to accept network connections on their IP/port and route the incoming traffic to another Golem node via Golem VPN
Outgoing traffic routing
- Enable the provider to serve a s a network gateway for other nodes in a Golem application, which send the network traffic to the "gateway" via Golem VPN
