This change should be a no-op. `jax.config.pmap_shmap_merge=True` internally. `jax.config.pmap_shmap_merge` was deprecated as of JAX v0.9.0 in January 2025 and will be removed in JAX v0.10.0 in April 2025. PiperOrigin-RevId: 882639244
