compute_probabilistic_climatological_forecasts.py added to `weather…

…bench2/scripts`.

This differs from the current eval option to "evaluate probabilistic climatology" in that the forecasts here
* persist on disk, so they can be used outside of the eval script, or for stand-alone evaluations.
* have full featured sampling options (e.g. `--day_window_size`, `--ensemble_size`, `--with_replacement`).
