This PR adds a new document explaining how FHIR Data Pipes scales horizontally using Apache Beam runners, autoscaling, sharding, and parallel I/O. It addresses Issue #644 by providing clear guidance for users needing distributed processing support.

Hi ,
This PR only adds documentation for horizontal scalability. It does not modify any code.
The failing E2E test is unrelated to these changes.
