Adds rechargers that are functionally identical to the originals! They're just wall-mounted and have fancy new sprites!
Also comes with mapping objects that place the wall chargers! This is separate from just making a New() proc for the wall chargers so that mappers can place the relatively small-sized charger in specific spots on the map if they wish to.
