This PR updates the build tooling for scenes and scenes-react packages to use latest versions of rollup and it's related plugins.
Configs are using the following settings to keep the output as similar as possible to rollup2 output.
target: 'es2018'esmodule: trueandinterop: 'compat'as per migration guide which we're also using for grafana core npm packages to work with jest.I've tested this within grafana/grafana using the canary release below and webpack builds and jest tests continue to run without error.
